Joint statement of OAS Member States on the recent developments in the Bolivarian Republic of Venezuela

We, the undersigned Member States of the Organization of American States (OAS), underscore our commitment to the Charter of the Organization of American States, the Inter-American Democratic Charter, and the Declaration of the Permanent Council of the OAS of 1 June 2016 on Venezuela (CP/DEC 63/16), as well as our support for timely, national, inclusive and effective political dialogue in order to meet the urgent needs of the Venezuelan people, preserve peace and security, and ensure full respect for human rights, due process, the separation of powers and the consolidation of representative democracy.

We have taken into account the presentation made by former President of Spain José Luis Rodríguez Zapatero on 21 June 2016, regarding the initiative aimed at promoting national political dialogue in Venezuela, as well as the report of the Secretary General of the OAS, Luis Almagro Lemes, of 23 June 2016, submitted in compliance with the Inter-American Democratic Charter, and the observations made by Member States during the two meetings of the Permanent Council.

We call on the Government of Venezuela and the opposition to engage soon, either directly or with the support of facilitators, in a candid and effective dialogue aimed at finding lasting solutions, in a context of peace and mutual respect, urging them to resort to peaceful and non-violent forms of expression and advocacy.

We take note of the announcement made by the National Electoral Council of Venezuela on the verification of the signatures necessary to allow the recall referendum to move to the petition phase.

We call on the Venezuelan authorities to guarantee the exercise of the constitutional rights of the Venezuelan people, as well as to clearly, definitely and promptly comply with the remaining steps to conduct the recall referendum, in order to contribute to the prompt and effective resolution of the political, social and economic difficulties faced by the country.
